Another building. Same as chapter 3: Build mode → Building → the Location Wizard. See

A landmark. Build mode → Landmark: an outdoor place characters can visit, like a park, a plaza or some
ruins.
A custom shape. Build mode → Custom: plot the corners of an unusual building.
A block of buildings at once. Build mode → Cluster: stage a group of building shapes inside a settlement,
lock them in, then fill each one with the Location Wizard. See

Atlas → NPCs → New NPC. Describe the character you want, or fill in the form yourself.
Atlas → Locations → a building → + Add NPC creates someone who lives there.
